In the policy of the Exchange Server 2007, set "Allow non-provisionable devices" to OFF.Device can not sync with exchange server any more. Sever always return http code 403 forbidden.I add/remove the policy key in the header of http packet. Both can not work.My question is how to sync with Exchange Server 2007 when "Allow non-provisionable devices" set to OFF.

Not sure what you are asking, but if the device can not be provisioned ( i.e. it doesnt support MSFP) and you arent allowing non-provisionable devices, then you wont be able to create the partnership.
